    I also live in Sacramento, Ca and this is way overblown. I do maintenance on my own cars and have never been harrassed. I also go walking around my neighborhood and seen other guys working on their cars. Also have never been harrassed by the city. I'm sure that probably happens more in the nicer and rich neighborhoods where every neighbor is always nosing around in other neighbors businesses.

      Tuesday Simmons seems simple enough until you need fresh air for a project. I get where the ‘law’ is coming from but I think it’s kind of oppressive and a waste of tax payer money. I think they need to find better ways of handling this than to fine everyone who decides to be frugal and want to work on their own car or happens to restore as a hobby. And if it’s a noise issue, I can certainly argue if that is the case then do us all a favor, muzzle your dogs and your kids because they make noise too. It may well be a law to weed out shade tree mechanics but this is a shoddy way of going about it. Stinks of a money scam in my personal opinion.

      In east-side San Jose you can change your own oil where ever you like. You don't even need to drain it into anything. Just let it run down the street/parking lot at the auto parts store/lawn at a house you don't even know anyone at/etc...

      @klaus is not lying. Didn't know my license was suspended when I tried to change over to a ga license got it fixed but for about almost a year not one issue from the law. Even when they pulled up behind me in traffic... Nothing! Very unusual but I love it lol

    If the purpose of the law is cracking down on illegal garages though the only law they need is you can’t work on a car that’s not yours. Other than that, no need to specify minor/major repairs etc. I am capable of working on and repairing ANYTHING on my car and on my property I should absolutely have the right to do whatever I want to my car. If I want to have a lift in my garage the government doesn’t have a right to tell me I can’t. I’ve put 2 super chargers on my 17 Mustang GT. Both rendered the veh inoperable over 24 hours. There are also plenty of illegal chemical release laws in place. This is an overreach (YET AGAIN) of California government infringing on the rights of the people. I hate living in liberal NYC but thank god everyday it’s not Cali. Sorry pal but never willingly surrender your rights to the government just because you believe oh they will not enforce that law as long as I have common sense. I don’t need to be friends with my neighbors to have rights on my property.

      Agreed that it seems a bit overreaching and over reacting to a small problem. But at the same time I’m common sensical to not work on my cars at 3am with the loudest tools I can. Do it at 10am after everyone has left for work.

    I live in Richmond ca at the moment just moved back after living in Vallejo for 3yrs I'm from Berkeley and you can work on your car all day everyday at your house. But in Pinole ca a couple cities over you can't work on your car at your house. Lived in sac like 15years ago I was kid then didn't know Sacramento county you couldn't work on your own car at home

    I lived in Alameda but worked as a truck driver throughout the Sacramento area - I'm old enough to remember when Cali was cool, but it hasn't been since the mid '80s, sighs.
    As a diehard car guy, I moved to the Southeast in 2003 - best decision I've made in that regard.
    You and your parents are still young - wouldn't be a big deal for you to do the same. But for those whose parents are older (mid 70s or older), that move comes at a greater cost. Just food for thought....

    Rights of other people? Not a free state, period....that's all that needs to be said. And says backyard mechanics might get you killed, doesn't have numbers on that, but wonders how "tools not normally found in residences" is determined...yeah, it's an opinion with no data, keep extending that logic.
    If a guy has a torque wrench I would think he is at least following standards, unless I see him using it to break nuts which I've seen in dealerships. The only person I trust to work on my car is me because I know the work will be done correctly. Could I rely on civil law to be compensated for damages? Sure, so could anyone that suffers a loss because of a backyard mechanics shoddy work, but that doesn't work for me, avoiding the loss entirely by doing the work properly is what I'm interested.
    The basic problem here is the problem with government as a whole, nobody really knows what the fuck is going on. Some people make mistakes, others are negligent, some are responsible and adequate, others yet are superior in their abilities but the government can't rationalize any of these, it just reacts to hysteria. Stop running to the government for everything and let the people use the tort system and community to drive a guy out of business. If a someone is working on cars and that's how they make money they're probably serving people who don't have enough to pay someone that has a shit load of overhead in business expenses which in California is the underlying problem here. I wouldn't be surprised like everything else, this "problem" is actually because California is the hardest state to start and operate a small business in....after all, the only state to tax business AND individual income of a sole proprietor which is the biggest reason I left. I watch people in California telling themselves, "it's not so bad" while I can do whatever the fuck I want to on my property and nobody cares.
    If the state made it easier to start and run a business, you would see this problem solve itself. And the really retarded thing is the state would end up making a little more money overall because there would be growth in businesses. That state is full of Dr. Raymond Cocteau's who are also the majority in running it and making stupid laws that are so unbelievably backwards and archaic, they just do nothing but cater ONLY to the established and wealthy. Income mobility in California is probably still the slowest in the nation for native residents. Most of it's wealth was established before this insanity and is from people who relocated to the state. Now that they have what they want, they support laws to do nothing but make sure nobody else can have what they have. It's a massive hypocrisy.

    Live in CA and never had an issue with this, I work on my car often and it really depends on the neighbors and not making too much noise while also having the car on my private property. The part where it gets messed up is when people take their old fluids and dump it in the drain.

    "if your not a full on body shop" is bullsh!t, the point is they made it illegal to work on your car, motor swap, diff, trans, anything other than minor work. You being ok with it is silly. You being ok with it cuz u are unlikely to get caught is crazy to me, they made you a criminal in the eyes of the law. They may be going after people doing repairs off the books, but by doing that, they made you a criminal. they SHOULD leave the laws in the books in place, which already makes people doing business out of their home without being registered is already illegal. They dont need new laws, they need to enforce the ones on the books. Your subjective experiences of "it hasnt happened to me" isnt principally valid.

    Since you haven’t got messed with (which is good) it’s so easy to say. I was thinking the same until I’m driving home from work STOPPED at a RED light. Bike cop puts the lights on me and says my exhaust is loud. Now I’m paranoid when I drive smh #NotFree

      My advice to Californians is this: you have got to vote out those politicians, or move away from Cali.

    Hey man I lived in citrus Heights in Sacramento County for like 25 years all through high school i used to work on my car and everybody else's cars in my driveway and never had a problem I did however get fined one Time for parking on the side yard at my house but like you said it all depends on the neighbors if your neighbors called to complain then that's when you'll have to do with it. Since then I've moved up to the hills where I have no problem working on my vehicles.

    I have never been so happy to not live in California. Cant work on my own car? Fudge that. I had to replace my starter on my Audi S5, do you have any idea how expensive that is to do at a shop? I did it myself for just the cost of parts, sure, it took me about 2 days but I saved a ton. The only thing this kind of law does well is make sure mechanic shops get even more money. Glad ima never move to Cali, the biggest Anti-Car state there is.

I can agree with your agreeing attitude for the law. However, I believe it needs further interpretation and it somewhat impedes on those that have project cars that are being home restored. It is a passion for many to be able to take a 69 Mustang and restore it. Where else are they going to take it? If the homeowner is competent enough to make a 69 Mustang come to life again, where is the harm? Personally I would have issue with the new law. I don't live there so it doesn't affect me. I'm sorry it is something that is even placed on the books. I thank you for the share. 😐

      I've done work on the street in front of my house in Discovery Bay, CA. Oil change, O2 sensor swap, fuel injectors...all on separate occasions. No one said anything.

    I'm pretty sure he got a ticket from city enforcement officer, the white cars, not a "cop" as you call it, you fail to mention what exactly he was "fixing" in his car, he could probably have been prepping the car for diy paint job😂, this kid was probably working on his car for days with minimal progress and or a "major" project and an enforcement officer probably saw him from day one working on his car and then he probably saw him on day 5 still working on his car😂 you have to have limits, this isn't about California or taking away his rights.
    I think 99% of people agree that it would be annoying if everyone in the neighborhood would be able to run any type of shop from their home😔
    I do all my repairs at home in Cali, oil changes, all fluid flushes and changes, tire rotation, brakes, sensor changes, batteries, starters, but I don't spend days on end working on my car, my siblings or parents cars, and I don't spend working nights on my car because the night is very quit and every noise gets amplified.

    Sounds like some of the Cali laws being complained about are a little over-hyped. The reason I’m saying this is because I follow quite a few TH-camrs who have crazy mods, LOUD cars, and work on their own vehicle in their driveway/garage with no issues from the cops. I can honestly think of, at least, 5 TH-camrs (from Cali)....who have the loudest street cars I’ve ever heard and they still drive around and do vlogs. Doty, you are correct though, it really depends on your neighbors. On the other hand, when you’re driving around the city, you definitely have to pick and choose where you do pulls and revs. We don’t have strict laws here in Indiana, but if a neighbor complains, law or no law, you will be addressed by a cop. Holla.

      I work at an O'Reilly's in the S.Bay and I called one of our stores up there and asked about the impact of the law. Most have never heard about it, and those that did said it was a non-issue. The country won't go after you unless you're trying to turn a residential home into an auto repair shop. That's great and all, but the wording of the law is very ominous. Would you trust a Great White shark in the water with you if you were told they only eat seals???
