It was a lottery system. Random people got them too. Dealers got at least 175 of the 1794 of them in advance. But the official mintage sold is only at 49,926 all sales considered so have to wonder if 1794 of the privies exist yet either. 98% of the mintage is regular without privy so you could have a box of 100 and theoretically only find 2. I don’t know why this guy is shocked.
My gosh, a coin dealer that bought 20 of these, doesn't know that the 'privy mark is under the chin, not the bust! Golly, you better get educated before you go public and show your ignorance. Chance of getting a privy mark is getting smaller by the day, as they were mostly minted in the early run, and none since!
