That is why Neuvillette, despite being a Hydro Dragon Sovereign whom had their powers stolen, still has some authority over hydro. That is why Focalors didn't turn the Fontanians herself, because to do so she needs 100%, which she didn't had. That is why returning the power over the hydro element to Neuvillette was the answer. Neuvillette had 20%. Focalors had 80%. So she destroyed the Hydro Archon itself--returning the 80% to Neuvillette, which now has 100% authority over the hydro element. Neuvillette turned Fontanians into pure humans by turning the primordial waters within Fontanians into real blood. This is what Neuvillette said himself. I know this because I asked him. When you complete the Archon Quest, you can meet Neuvillette at the entrance of the Fortress of Meropide. There, he will tell us of the events that he had with Focalors to the traveler, and the traveler would tell Neuvillette the events that we had with Furina. Then we can ask him questions like what nation will we go next, what would happen now since he has his powers back, what happened to Furina, and most importantly, what exactly happened that saved Fontainians.
