      Upper Hutt has hundreds of new homes being built at current with zero future sight of putting water tanks in to capture rain water. It should be regulation for new-builds to have this basic rule in place. Infuriating. Wayne Guppy is a dinosaur with archaic methods - he has failed my city and needs to go.

      Yep what a pathetic character. Over all his years on the council ,not one mention of pipes and water though he is not the only one. Actually he did stand out on what was called the ASB stadium and wanted it to be built in the Rail area which made sense. .What an irony he goes on about water rather than being in Shelly Bay putting up tents and be conflicted from the donors to get him there.

    2:21 the guy talks bollocks, its the costs on councils, without leverage, that will increase hance rates rises. Many of the councils that opposed 3 waters are now squealing that rates rises are going to be monstrous. The campaign against 3 waters saying that it would rob councils of assets was dumb. When did control of drinking water, sewage, stormwater bring in any money? They are and were liabilities. Typical national (and allies), do nothing policies. Clueless. And we have people drinkinking tainted water, swimming in sewage and getting flooded.

      The provision of those services is not supposed to be a money-making exercise! RATES pay for the provision of those services. And councils are SUPPOSED to manage their books properly so that a portion of rates is used to maintain or replace assets....putting it extremely simply. Where from and why on earth do you get the view that water is supposed to be profit-making? Where would those profits go? Or, to whom!?! Hmm? I've never had tainted drinking water from a tap in my 55yrs in NZ. I've never swum in sewage - and ummm...getting flooded tends for the most-part to be an act of god thing...though there can be extenuating circumstances that organisations or people may be responsible for.

      Labour's plan to amalgamate the country's drinking water, wastewater and stormwater assets was based in deeply flawed ideology. The lack of democratic accountability in the proposed model was of concern. It was unclear how communities would have a voice in, let alone have influence over, decisions in the proposed system, as there was no guarantee of representation on the new entity.
      This lack of accountability to local communities was greatly exacerbated by the unfairness of the 50-50 partnership model. Fifty per cent representation would be accountable to the ratepayers or users - the people who have contributed 100%, the other 50% would not be accountable to this group. Instead, they were going to be accountable under a kaupapa Māori model, thereby giving 16% of the population a grossly disproportionate influence over our national water assets.
      As the proposal deprived local authorities of all the rights of ownership, this “ownership” was a fiction, it was spin. Listing in the legislation does not confer ownership if it does not confer ownership rights.
      At one point, polling had shown 74% of people are against 3 Waters. Imagine if $1.2billion had gone to Wellington for example instead of consulting, management and setting up 3 Waters.
      We do not need 3 Waters, we need a funding model that is accessible and lead by experts.
