Depends. It's easy to make less rounds between rows 4 and 17. If you choose to decrease the number of stitches on each round of the toe from the 36 in the video, you'll have to reconfigure the heel and such to match the new numbers. Then reconfigure the top part as well.

However in decorations like this, a little hole at the very end of the stocking from a chain 4 won't really affect it much.
