In that game you check in at a creepy hotel and you're given a room key. For elevators to work you need to insert that key into one of the keyholes representing the floors. No key, no elevator for you.
It makes no sense why 1 is locked off (except on 3). If there is no 2 (or 4) as the indicator skips those floors I guess this means you can only go from 1 to 3 and back without a keycard or riding with someone who does have a keycard. However if this is similar to other destination dispatch key card outs (besides locking 1 off from guest floors) you could probably ride between 5 and 25 (assuming that there is no 4).
