There's difference between RAM and ROM. ROM is internal storage. My laptop have 4gb RAM but 1TB ROM(1000gb storage) so I can download a lot of games. But for a really high-end games I need to upgrade my RAM so the laptop will runs smoothly

It depends on what type of processor you have ... so you won't get exactly 60fps but it will be better than how it was before you tried the settings
