So if I am hosting my NPM project on a server, I would want to put modules required to make the codebase run in dependencies, where as if I am developing the bot and have some custom testing etc, I would put modules required for that in dev-dependencies?

Yeah testing stuff goes in dev-dependencies, but required stuff just goes in dependencies
