Pretty. I never understand why garlands are attached to the top rail instead of the bottom; it makes the railing unusable. In your case though I see your hallway is narrow so people may run into it. I’m old, I need to hold on🤣

Absolutely beautiful! I agree that when you tie the neck, it just gives it a cleaner look. I use both 260 balloons and tie the neck. You can't go wrong either way.
