Not really, no, even skilled programmers struggles at first.
BTW HTML isn't really a programming language, more like a markup language.

It should be easier to learn well than C++ or even C. But it is definitely an "expert-friendly" language just like C++ is. For your first programming language I'd suggest something a bit easier.

Golang is a bad language, which does not take correctness, safety, or DRY seriously. For a first programming language, just use python, or if you are more mathematically inclined, start with Haskell.
