My theory: Deku *did* have a quirk in this AU, though he didn’t know it. The reason he didn’t know is because of what it did. The quirk is called ‘Phantom’. Basically, if he were to take a lethal blow, or something happened that would kill him, instead, he’d subconsciously create a spectral form of his body- and his mind would be transferred over to it. In that spectral form, he can appear to certain people, and people who don’t see him can’t hear what he says, or what people say to him. However, if someone were to use one of the following quirk types, they could potentially see, feel, or hear him. Sonic quirks; These people would be able to hear him. Normally, his voice would be a flat note too high of a frequency for normal humans to hear. Somebody with these quirks however, might be affected by the sound, or even hear what he’s saying. Thermal quirks: Deku is extremely cold. If he were to pas through you, you may feel a chill, but not too much. If someone had a thermal quirk, they may be able to see or sense him, or even feel him. Sensor quirks: This type of quirk allows the wielder to ‘sense’ other quirks. Basically, it’s like a radar scanner, but for other peoples quirks. They might also be able to decipher the category the quirk falls into. Erasure quirks: Unfortunately, our friend dadzawa wouldn’t be able to do this, as he needs to see his target first. But some quirks like this don’t need to. For example, some could target people within a certain distance, or by name. Theoretically, someone could have a sensor quirk, *and* and erasure quirk, so another way it could work is they just have to know the position of the person. However, if Deku had his quirk erased, he’d be left with a physical form, and that form hasn’t changed since he ‘died’. So any injuries or toxins in his body would kill him within however much time is left. Remember, his body is a spectral *copy* of his body when he died, so there would have to be someone on standby to either bring him back or heal him immediately after erasing his quirk.
