Edit: @ 2:44 you can see the child again walking down the street in just a diaper with a dog and two adults. Anything going to be done about a small child without clothes or shoes living in squalor?
Where does William Barnes suggest these people go to exist? They do exist, they don't have homes, maybe no jobs, where are they supposed to be? Where are they supposed to go to the bathroom or wash themselves? I'm not trying to be sarcastic, I dont know the answers to these questions.

@LoveableLincoln32 That's not the case for most homeless people. Choosing to live like that, SHOULD be done out in the "wilderness," but not many states actually have wilderness that's not private property.
