Limau is probably referring to deoxygenated water, like week-old water left on your nightstand.
No, hard water is water with high mineral content. Usually this happens because your water source comes from somewhere that passes through or over some kind of soft stone that's vulnerable to water, like limestone. Its generally harmless, but it does cause 'scales' of calcium to build up around water fixtures, and causes mineral buildup in pipes over time, which reduces water flow and puts more strain on them.
I'd assume it also tastes different, but I live in a limestone rich area, so I've never really had soft water to compare it to that wasn't bottled, and bottled water always has a distinct taste of plastic to me so its not a good comparison.
And here I was thinking in the event I was wrong she would've been referring to (heavy) deutrium water.
