    if government bans some site can we access it by resolving domain name to IP address in /etc/hosts

      Yes that would work.
      Unless govt denies those ip addresses on firewalls

    How to save the file ??

      To save the file use vi / vim editor steps.
      1. we need to be the root user.
      2. Use escp key and then type :wq
