    Remember that the German Empire did not start The Great War, nor were they truly the antagonists. If you really delve into the history of Europe you'll notice this.     The Holy Roman Empire was famously not Holy, not Roman, and certainly not an Empire. It was fractured to the point of being a nominal state in its last few hundred years - by politics and religion. I have heard alternatively that the first Reich was the German Kings from approx 983 to 1519.
