honestly you should get a guaranteed heirloom at level 500, there's people out there at level 500 who still haven't got their first heirloom, personally im 360 and have yet to get one aswell, but i don't really have to chance to buy hundreds of packs so i'll have to leave it up to chance
Both my friends got their heirlooms at lvl 200 and were practically free to play. We're all 500 now and mine still hasn't turned up despite quite an investment into packs that I've made. I guess I still don't need shards yet though given my main. I hope the devs come around soon
