I have an idea to fix the problem of the sauce not getting all the way down into the rigatoni noodles--it might work better if you either omit the meat, or put the meat on the bottom of the pan (sort of like a cheesecake crust), and then put just the sauce on the top, so there are no chunks of meat that don't fit inside the noodles, and then put the cheese on top of that as normal.
if you wash your hands with a spoon your hands won't smell like garlic! even though I only used this method with onions I'm sure it will work with garlic to!

What always works for me with garlic and onion smell in my hands is to rub them against stainless steel. It can't be too much of as hybrid steel, tho, but it works for me every time I use my sink, but yours might be ceramic. Stainless silverware works, too.

I always do that while I'm cleaning knives (obviously do it carefully and avoid the sharp edge of the blade) or whatever metal ustensils/pots/pans/etc I used to cook with. You could even try just rubbing your hands against your sink if it's also stainless steel. Most of the smell should be gone after you rinse your hands with cold water.

I puree my sauce and meat so it slips down into the pasta. Kinda slam the pan down to vibrate the sauce down. Having a layer of Bechamel will also keep it from being dry.
i made this yesterday and I couldn't get my sauce and meat to get down in the holes either, but my family still liked it. Next time I'm going to put the meat sauce on top but put just some sauce wtihout the meat down in the noodles, or use some ricotta cheese inside the noodles.
I would use ricotta cheese and stuff it in the holes with some herbs. also toss some egg in with the pasta so it holds together a bit better, and put the parmasean on top instead, with a bit of tomato sauce. also maybe making it in circular remekins so it looks more appealing.
You know honestly if a pasta has a good sauce I really like the taste of over backed pasta. A bunch of people say they hate when a part gets crunchy or it feels rubbery, but really if done right it's fine with me.

I think that Buzzfeed should've probably added a step in assembly so you can tap the pan and let more of the meat settle within the pasta. You should retry this, however put a delicious ricotta parmesean cheese mixture in each noodle, then line the top and bottom of the pasta with sauce and bake it
