Yes they are summer steelhead. These fish come up the Colombia river during the August through October in big runs. As winter hits these fish will sit in the rivers until they are ready to spawn. Winter steelhead don't venture this far up since winter steelhead are ready to spawn as soon as they enter freshwater from the salt.
