As a landlord in the UK I'm glad I have no legal obligation to pay water utility bills for tenants. I have had tenants who have never paid their bills for up to 7 years and it is only when a new tenant moves in and starts their payments that water company wakes up and try's to bill me. They huff and puff and claim I'm obliged to keep them informed, not a chance.
Ive been watching this from Portland, Oregon. Its total comedy. The people of Carpentersville get the board they deserve. The parade of bigots who have come before the board are certainly reflected in a few of these petty, and aggrieved souls. What a sad bunch from the board on down.

Its not just a ride to the hospital. Its a ride in a large (And expensive to insure) emergency vehicle inside of which are 3-5 highly trained individuals who are ready on a moments notice to race at high speed to your location and hopefully not only prevent your death but also prep you for work that will later be done and billed for by the hospital. These people who all have 4-6 year degrees wait on call for people like you to need them. The ambulance bill goes towards the ridiculous overhead involved in keeping that vehicle prepped and ready on standby. Its expensive, trust me.
Michael Burke , I agree. It's not just ride to the hospital. These people keep you alive until you arrive at the hospital. Fire Depts usually show up 1st to do CPR and other life saving measures until you're in the ambulance. They don't even put you in the ambulance until they have stabilized you enough for the ride to the hospital.

The ones around here require full nursing degrees to work with them.But even if its only a 12 week course (Not sure how that works out where you are) the insurance and certifications alone make the ride expensive, let alone the equipment, specialty vehicle, etc. I wouldnt be surprised if an express, rushed ride in a limo costed at least a few hundred bucks or more. now add in the highly specialized equipment and an additional 2-3 crewmembers required to ride the ambulance. you rack up costs fast. But I would rather have them then not.
Um...don’t most municipalities require a deposit for certain residents? For example, if the person applying or requesting service is a renter with a lease, they should be made to pay a deposit of a certain amount as determined by the utility director or board. If a resident is requesting service at more than 1 location, than the same process can be applied. It seems to me that this “village” is refusing to update their antiquated policies as it pertains to the services they provide.

If the landlord is responsible, you can bet the landlord would have been there to sign basically as a cosigner and no landlord is going to do that. Unless his name is on that water contract he is not liable. Unless he is a known cosigner on the water contract.
Typically a lease states the tenant is responsible for all utilities, so I would think putting a lien on the property would be unlawful as the landlord is not in a delinquent standing.
Renters are responsible for water bills because it's "in their name", they are renters not owners. Also it's cheaper to buy a camper for the homeless guy and park it at the emergency drive through.
