Since Echesa is Ruto's best Friend and he knows well that Ruto is friendly to corrupt deals and he wanted to execute the deal convincingly to the foreigners, he had to use Ruto's office which is the second-highest office in the Country to make the deal look authentic. No politics from outside, its politics from within Ruto's circle, the politics of money that Ruto loves so much and Echesa knew this was the best way to do it. its Sad the young man Kenei lost his life because someone wanted to defeat justice.

My take away. Ruto was framed. The framer sent Echesa and wazungu to DP's office. The framer informed Kenei that Echasa has an appointment with Ruto who was vividly absent from his office. the Framer was constantly in conversation with Kenei. Kenei told Ruto the truth about the entire incident before he was murdered. So this powerful framer killed Kenei to conceal information that Ruto and the Sgts present during Ruto's meeting with his security had already known.

But here are a few things you might need improvement or give second thought.
1. Arms & war arsenals dealer is none but your close friend you appointed as CS who visits you without an appointment. So you mean Echesa is used by your enemies or he is your enemy?
2. The deal was orchestrated by Echesa so it his gang that killed your security guy?
3. You complain about civilians using your employees to undermine you yet you can't fire them?
4. Some of your employees (CS, Echesa, Kiunjuri etc) have complained in your presence to be fired by certain civilians , are you serious you are in command?
5. You are telling Kenyans that you as the commander there is corruption of highest level in the country even in your own office?
6. You don't trust your employees like the DCI and saying they are incompetent and are against you but you can do nothing but only complain & threaten?
