Confusingly, that means there are three Howells canticles settings that could conceivably be called the "Westminster Service": this one, the B minor setting for the CMS Jubilee Festival (which took place at Westminster Abbey), and the one for the Collegiate Church of St Peter, Westminster.
I take it that this setting was written with a particular venue in mind; which was it, please?
