So, are letters actually sent out as decorated as they are, or are they placed in another, more plain envelope? Is the post office actually ok with all the stationary on the outside? What's the limit?

I’ve done penpal letters in the US that aren’t as intense as these but as long as you weigh and make sure to put enough postage you’re good!
