Simple Gamer in xenoverse every character you make is like a new profile. If you have a Saiyan and beat the game then decide to play as an acrosian (Frieza race) you'll have to unlock the characters all over again. But I do believe there's something about using new saves or something for specifically mods

It's been awhile since he's a done a xenoverse video it's possible he uninstalled the game and the mod required only a specific dlc pack to play on it although I'm not the most knowledgeable on modding for xenoverse but if a certain characters slot was required to add him in I could see it being that. If not I don't really see it being a big deal if he's had the stuff before the game has basically died out for awhile now.
Its more than likely that Shallot is from the past, that saiyan armor is the armor Saiyans wore in the past like Vegeta said. So Shallot is probably from the past which also explains why he was so weak in the beginning.
