You don't want to set the bead on any tire with the valve core in wast of time & a lot safer to use a locking air chuck so your not standing or holding a potential granied. If you don't have a band clamp 2 racheting straps work in a pinch.
That is a wms wheel and the rubber is a Burris tire my guess would be a Burris ss33a if you’re looking at wheels I’d look at van k wheels or Douglas wheels. They are the best in the business

Is the tire band necessary? I would assume you can set the bead just by filling it with air.
You want the band to keep the tire from stretching some times they can take some high psi to get to seat. It's also for safety
Not always, especially with harder compounds and wider tires, i’m having a hell of a time getting mine to fill
