You might be thinking of the TTR street battle theme? Definitely sounds like the one you're thinking of :) Although there was a really long-lived bug in TTO where if you went to Bossbot HQ, your music would glitch out and some instruments wouldn't play until you logged out.

toontown rewitten is very similar to toontown online. it doesnt have everything that toontown online but its mostly the same. in the game toontown offline there has the old maps from toontown online. and the characters too. (you can use commands in the game which is cool) toontown offline is only 1 player. unless you invite players to a mini server
TTO's soundtrack is pure MIDI. TTR's soundtrack are OGGs/MP3s. Because of the fact that TTO's soundtrack is pure MIDI, it would occasionally glitch out, causing some instruments to become muted. This might be the reason why the instrumental supposedly has less instruments.
The MIDI glitch, ah yes, this was a real glitch, and you can still experience it for yourself if you download a MIDI file. Make sure it's a song with percussion/bass. Play the song when the percussion starts, then pause it, then start it up again. The percussion might be missing, especially if it's dragged out percussion. This glitch was not caused simply by Bossbot HQ, but just by the MIDI files themselves. The percussion was NEVER purposefully removed. And yes, the OGG conversion did fix this, as OGG files are ACTUAL audio files, and not just audio sequences like MIDIs.

Toontown Rewritten is almost finished, too. As far as I know, all they're missing are the Doodles and the Mickey, Minnie, Donald, etc. NPCs.
Those npc's arent allowed, they would get copyrighted, disney has been generous enough.

How come at one point, the percussion was removed from all the Toontown Online soundtracks?
I noticed that too. It bothered me so much!!! I think the drums were also removed if that doesn't count as percussion as well in MIDI terms.
