Actually you don't worry about distance before giving you connection they check signal strength if it's enough then they give you connection otherwise not Hope you got it ! My antenna was getting two networks one was 4.7 km but strength was not good so very bad signal but another was away 10+ km i'm not exactly sure but good speed . No it's not true it doesn't depends on nearby BSNL tower only some BSNL tower or special tower have this ability

Mera location bsnl tower se 15km distance per hai. Kitne km tak bsnl wale provide karte hai
10km max for best speed ...... but it will work 12 or 13 km ......
It's will depend on device if you use mikrotik LHG xl 5 AC and pbe 500 ac then you will get full speed that is mentioned in your plan
