How can the type and entity of the atrocities can influence the transitional justice? If the atrocities committed by perpetrators, no discrimination should be made in the process of justice implementation aginst whether HE or SHE is a president or normal citizen. I know It is going to be most bureaucratic when the big fishes are in power, however, if there is a need to restore justice, a strong motivation for peace, not limitation or factor should a serious matter.
