I work in children’s services and we have a clear policy on whistleblowing, part of which states if you know about child abuse and say nothing, you are complicit.
When I took a child protection course for youth work, our instructor said if we had any reason to suspect abuse and failed to report it we would be criminally liable under UK law.

Welby wasn't the only church leader who covered this up for decades. Others too should be named and criticised, even those who have retired or died.

Quite simply,Welby should be charged as an accessory after the fact in every case he knew about.The abuser may have escaped from justice into death but Welby's actions can still receive the full penalty of the law.Merely stepping down is in no way sufficient punishment for his culpability in so many horrific cases of abuse.
