It is not a step through since the rule says that you can lift your pivot foot to shot or pass the ball. In this case, he lifted not to shot/pass but for relocate and jump with it...
Hop gather, land on left foot (1) then on right (2), then lifts left (needs to shoot/pass there), plants left down (travel). If he wanted to do the move he had in his head he needed to land on both feet on the hop
