+1 great category! I'm not sure if this game was limited to the 2000s, but I would have thought the top names would be older. When I was growing up, it was fairly common for QBs to throw 20, even 30 overall INTs in a season. It was just how the game was played, much in the same way that a MLBer who struck out 120 times in a year seemed like a lot. People like Bradshaw and Fouts, as good as they were, threw as many picks as they did TDs, give or take. And it was even more standard in the decades prior. My five probably would have been from the likes of Steve DeBerg, Kenny Stabler, John Hadl, Craig Morton, George Blanda, Joe Namath, Jim Hart - all guys who played a long time but who were pretty mid overall. Looks like I would have laid a big egg. Granted, there are far more attempts in general nowadays, but maybe the more modern passing game also has disproportionately more pick sixes because the returners are generally doing intercepting balls on a shorter field than in the 60s, 70s and 80s. The older guys, for as often as they got picked off, tended to bomb the ball downfield more. At least, that's my half-assed guess.
