I absolutely hate how the Anomaly rotation works. It genuinely feels like it's trying to avoid giving you the most optimal bonus for your champion. And the fact that it rotates back to bonuses you've already dismissed. 100 Gold and you couldn't get yours, stupid mechanic.
I think it's trying to encourage using augs that may not necessarily be the most optimal, but pretty damn close. They especially don't want someone to force the same anomaly comp over and over *cough cough ultimate violet*. For example, Mage Armour or Magic Expert could've been acceptable alternatives to Ultimate Hero this game

I noticed when you temporarily bench your other units and just field your 3 star, ultimate hero has a higher chance of showing up

You looked for ultimate hero anomaly but mage armor in my opinion would be a better option
