This is due to the fact that central part of the conductor is surrounded by both the internal and external flux whereas the surface is only surrounded by the external flux. This means that the central part or core of the conductor will be having more flux linkage. Due to increased flux linkage, the inductance will be more. As Inductive reactance XL= 2π f L, which means that more inductance will result in more inductive reactance offering more resistance to current. Therefore little current passed through the core. Similarly some strands of conductor can be broken and at that point the surface of conductor is not uniform and becomes irregular. Such rough surface also results in more corona loss.
