If you charge motorists you will afford your budget as a country and you will stop that dependacy you have from development partners. Majority of motorists in uganda don't need cars. They need motor bikes.
Even Boda people should pay income tax. Actually, Ugandan should be made to pay income tax. If they have a business small or big. We are all equal.
@myaafrica it can be very difficult in this current uganda . First of all, the tax system doesn't have records for everyone in the country apart from the rich and a few public servant. The mindset as well needs to change. People aren't aware that as a citizen, it's your obligation to pay tax and support your gov't activities.
