I'd imagine they should probably check the lines between the machine and the piston for leaks. Its a closed system between the tank / motor and the bits inside the shaft, so if its that low on oil then its got to be going somewhere.

not only do they have to refill it, they also have to change all the oil out since its that color.

Yeah. it was totally gross. Probably leaks.
@orionfl79 Another thing is the packing seal on the hydraulic jack. That cab leak. Also the cylinder itself cab leak.
This is my kind of elevator, vintage and it’s low on oil!
i love vintage elevators but low on oil, it can tear up the elevator.

The oil is most likely good its just really aeroated and the color is fron the tiny bubbles of air in the oil fron it cavitating
