Personally, I think Premiere Pro is better since it looks better and has more features and versatility. It just may be overwhelming to beginners. Vegas is good for beginners with its easy to use setup.
from experience, i tried vegas, filmora and premiere pro, i would say premiere pro is the best one yet because of the new feautures, and the easy interface, and they are adding AI tools to make it easier and save you a lot of time!

davinci resolve all the way, huge step up after switching from premiere
