Hey dude, phenotype? As in the physical expression of DNA? These regions are non-coding or "junk dna" and do not code for any proteins... also those(gene area) are very similar to other people (as we all need the same code to create same proteins since we all human and require same things to survive.. so not many changes & not useful in forensics) Somehow our polymerase enzyme or something(guessing, no idea some1help) knows this and that's why these regions 'non-coding' are so different to one another, since our cells know these regions are not special, they don't make a solid enough effort in correcting some mistakes (length polymorphism)-where there can be stutters (skips behind and recopies) or cuts off some dna that has formed a loop (some STR being small bp can cause this to happen naturally) these things cause the size to be quite discriminatory per individual I'm also a student, some of my explanations might not be great/true fact but hope this helps ya
