I think the developers allow that to happen to some people on purpose. when people get a such keys with minimal effort, they can't help but boast about it to others then those other people think it's worth and go spend all their tokens and probably get nothing. This legend pass is a greedy mess

The drop rate is WAYY TOO GOOD. I got the scv12 with only 100 tokens and, the sc18 and sc20 key in the same pack of 10.

Yeah that is a tough one, I am in T4 pos. 2. No need to spend tokens on this car really, rather save your tokens for the next GP or other better cars
