If my car was there with no tax and insurance the police would take it away, not the council. Like the car that passed in the video with the white dog on the drivers lap obscuring his view it would be in the scrappers.
I've got a mad woman, who has probably never done a decent full day's work in her entire life, living next door. She doesn't have a driving license, yet on her drive is a car that hasn't moved for over 20 years. And on the road are two more, one of which is a largish four wheel drive. Every month or so she sits in them and starts them up, running the engine for a few minutes.
In the Netherlands you can have them removed by court order if the value of your property is affected by wrecks bringing the neighbourhood down. Especially when you can prove that potential buyers lost interest because of the wrecks.
Where I’m from we have a similar issue with a collector who has parked almost a dozen classic Cadillacs on public streets next to his home. Because of their size, narrow roadways, and limited available parking for local residents it became a contentious issue. But because all the vehicles are legally registered and insured, and there are no parking restrictions, the city cannot do anything about it.
Cars build before 1984 are exempt from tax and MOT. Who’s to say the guy doesn’t have insurance id assume he does or else the cars would have been removed long ago!

Pre 1984 cars are tax exempt. Who’s to say the person doesn’t have insurance?
