Smart is just creating noise pollution dats all n gullible pple fall for it. U don't even understand stages of a project. For u to assume dat percentage of project completion like road construction is only determined by d percentage of d actual asphalting activities, then u r just ignorant. Whc percentage then will u give to activities like mobilization, clearing, filling, compacting among others. It may supprise u to know dat d 10km asphaltic overlay process could b like just 20% of the entire project. U pple got to b humble n learn n stop d noise.
