I think it is not clearly explained here about the function of phase 1 over phase 2.Phase 1 is just about key exchange protocols between both peers by avoiding sending key over lines with clear text. So these protocol are no more used in case of phase 2 where we have totally separate protocols negotiations defines in each peer's ipsec transform set.

In phase 3 spoke to spoke tunnels are created dynamically with ip nhrp nhs query from the spokes to hub ip nhrp redirect , ip nhrp shortcut at hub
