There is no way to make up for 18 years of knowingly choosing to neglect your child. And the mindset is still there, meaning they'll have to make up for a lifetime of neglect in 4 years, so they can continue to ignore OP after her sis comes back from college.
Nothing will change and only the future will tell her. Her sister's graduation, marriage, children will be a priority to OP's parents. She will set herself up for more hurt
Either way, it’s up to OP to decide. Whether her parents actually put the effort to change is on them, and OP has set boundaries for herself to feel safe.

The parents sudden attempt for reconciliation seems self-serving to me. How did they suddenly have such a drastic change of heart after treating their own child that way? I don’t buy it for a second. After reading the truth from the father, I would’ve thanked him for the honesty and then blocked them all for good.

If I was presented with this, I would let Dad know to tally up the difference in money spent between me and my sister, to put a value on the time and energy difference, and pay me that amount before any sort of relationship could move forward with no stipulations Id have to remain if it didnt work or paying it back if it didnt work. Seems fair.
If you go back to these parents and give them a closer you deserve everything they did to you. Because then you were just a doormat and you still are. It's better to live as an orphan than having parents like this
