When they did this with Ghana they promised so much money and jobs. The locals got nothing. All the construction work was outsourced to Chinese workers.
Wow! Some angles never change. Do not blame who is chosen for cheap labor no matter what you do. We hope for the best. But you might find the construction is given to the Chinese Engineers who go on to bring their fellow Chinese to do even the minor work making the local Ugandans not benefiting from the project.
The problem is if there are environmental disasters to the great lakes region of Uganda, the entire planet is at risk and everyone in East Africa will suffer the worst of it. Just imagine oil getting into Lake Victoria! That would be a crisis beyond anything we have seen in East Africa. The wise thing to do is for African leaders to learn from the mistakes the West made by destroying so much of the planet already through the fossil fuel industry. I would love to see Africa lead the world through sustainable clean energy and be the leaders of a better future. Uganda is one of the most beautiful countries on the planet in terms of biodiversity. The nature and wildlife of Uganda is worth more than a few billion dollars. The beauty of Uganda is priceless.

Because they have the expertise, experience, supply chain and the ability to build it efficiently and at cost.
