Like you said yesterday for Germany, they think they have changed but they didn’t, the same apply to Sweden. The same evil spirits are doing their evil deeds again. I have been having this eery feeling about my native country burnt to the ground during WW2 and now also burnt but this time by “fires”. Everything that happens now, my mother described happening “then”. We see a repetition of pre-war events with the same main players. People think they only have karma, but how about their family trees, clans, country, nation, ethnics, race as culture. There are codes woven in all of the above. The past is very much with us... indeed we are the past. I was certainly surprised by some of the linkages between the Poltava attack and Sweden. And clearly the Swedish foreign minister is having a hard time. And it's true that nothing much changes - the old battles are still raging.

Sweden stayed out of any military alliances for 200 years. Only this March it joined NATO, and now it is already associated with a bloodshed. Even if Swedish citizens were not killed, they were military trainers of those who were. Billstrom played a big role in Sweden joining NATO, so possibly he recognizes that he led the country into the wrong direction.
It is surprising how quickly Germany is falling to pieces. It almost seems deliberate - Germans cooperating with Americans to destroy their economy. Having said that, I haven't been to Germany for a long time, and I don't really know what is is like to live there.
Tobias Billstrom probably blames himself for the loss of life for the following reason. Sweden's involvement in the training camp in Ukraine is a direct result of Sweden joining NATO. He probably supported joining NATO, therefore he bears part of the responsibility. He probably deeply regrets Sweden's involvement in this war. Sweden should have never gotten involved. When a minister makes a serious mistake, the honourable thing to do is to resign, which is what he did. I think the general lines of this are shown in your analysis.
Of course we might never know what exactly happened. But if it is a true that a lot of Swedes were killed, one might understand why he resigned. It may just be guilt. Or as you suggest, regrets about the whole way the war is turning out.

It would be nice to think that Billstrom feels some guilt about the direction in which he led his country's foreign policy.
Would not have happened if Sweden were not coerced to join NATO to support ukrainian troops-- a losing proposition.
