This debate has been settled long ago. The song is an ode to the People of India, who are supposed to make the destiny of India, not some foreign King or Queen. Only mischievous people tend to misinterpret the song by citing inaccurate references.

It was sung by all indians in Undivided India(Hindustan) since 1895. It means even forefathers of now Pakistanis had also sung it with pride...But Jinnah destroyed it.
