It is a tradition for the departing president to leave a letter for the incoming one. The letters are not normally released until many years later, but typically just wish the incoming guy luck and offering to talk or help if it is ever needed. They sometimes refer to the departing guy's feelings when he entered the office, etc. The problem is that Joe probably can't compose a sentence, let alone write it in his own handwriting.
