Roshi's B assist is like UI Goku A, and Pre-patch Bardock B, mixed together.
UI-InvincibilityBardock-Keeps you close to the ground, and Hitstun (Maybe Blockstun? Not sure)

I can do that, but I feel like tier lists just aren’t super important or accurate without offline play to base it on
