Well it was shown earlier that year how badly the state of the Russian military was. They were demoralized in Chechnya. The Russian military was recovering at that point and really struggling. Corruption was rampant, especially from Pavel Grachev.
This Victory Day parade is one of the happiest in history. Weapons and equipment from an open museum were presented, veterans proudly march again, and some new outfits for those who serve that time.

Wow, I didn't realize that the Russian Navy in 1995 marched the exact same way the Soviet Navy did, kinda a shame they don't swing their arms up like that anymore. 34:40

The Russian Armed Forces became heavily reformed during Putin's early leadership up until today. The reforms were aimed at simplifying and cleaning up the Russian Armed Forces. As a result, many divisions and regiments were merged or disbanded, late soviet era style uniforms were ditched for uniforms that respected all the traditions of the historical armies of Russia, instead of solely being a carbon copy of the Soviet Army. I theorize that because of the simplicity and heavy reorganization efforts by the Russian MOD, they preferred having only one or two marching styles for all the branches. The Russian Navy currently marches like regular Russian Army infantry, where they press their AK's against their chests: th-cam.com/video/zNf6gVb8sUE/w-d-xo.html There was previously an older marching style adopted by the Soviet Navy (Then part of the Red Army) during the 1917 October Revolution.
