Someone is going to have to explain why they number this as a "N" road and not a continuation of route A46. Is it just to designate who has responsibility for maintenance?
+Tom S. Both segments of A46 are under concession (though not entirely tolled) while N346 is operated by the government. They look nearly the same though, especially the southern segment of A46 not very different from N346, having the entire bypass numbered A46 makes more sense to me.
Yes, Vinci Autoroutes have responsibility for maintaining the highways, the N roads are generally state-funded expressways (they can also be funded by local governments if I'm not wrong).

No important highway should be under the jurisdiction of a city... they do whatever they want without giving a damn about everyone not living there.
