I have a Packboard dated 1944. Still with the instruction booklet. Has everything. Extra rope and even the metal plate to attach at the bottom to carry larger items. It appears not to be issued. I paid $50 for it 2 years ago at an Army surplus store in Queens NY. It goes for about $150 +/- on eBay now.
This brings back memories. I have at least 4 of the plywood pack boards. They were the go to pack board for our family in hunting season. They are all stained with elk and deer blood. The heaviest elk quarters were from a bull my Dad shot in 1980. The hind quarters were over 150 lbs each. I still keep them around in case we need them.
Plywood seems crude but when you compare it to solid hardwood board it's a miracle, industrial pulping and cheap chemical glue were pretty fancy in the 1930s/40s. Now we are spoiled with ergo-formed canvas and synthetic foam that weighs less than the buckles on those things.

One of my uncle’s hunted all of North America and used a WW2 pack board to pack out moose, bear, sheep, elk, deer, and pronghorn. My cousin still has it, still uses it, and wouldn’t part with it for anything.
Could you cite the source for the two pages of QM assembly and detail drawings? In particular, I'm interested in the dates of revisions 6 and 7 (rifle pins) shown on one page. The information is located in the legend of the drawing, but, alas, the video never focuses long enough on that area of the drawing to read the revision dates. Cheers!
