It's floral chicken wire rolled or scrunched and held in place with sticky tape. If your area has plastic coated chicken wire that's OK too. If you're using artificial flowers normal chicken wire is also OK. It is used instead of floral foam which isn't very environmentally friendly apparently. For fresh flowers it's better as the stems can be fully submersed in water and therefore last longer, as opposed to just being in a moist environment.

It really is up to you and how full you want the centerpiece to be, can always add more greenery or flowers depending on budget
She used a bit over 30 flowers if that helps. Maybe 10-15 stems of greenery. Didn't count specifics though!
